Low Carbon Hub is excited to share our Business Plan 2024–25 – a roadmap that takes us closer to achieving our ambitious vision of a just, fair, and zero-carbon future. Guided by our 10-year strategy to 2035, this plan outlines the steps we’ll take to grow renewable energy, support local communities, and create a sustainable energy system.

Setting the stage for change
Our plan begins with the challenges and opportunities we face. The UK energy landscape is evolving, but uncertainty remains. To meet our long-term goal of generating 165MW of renewable energy by 2050, strong national policies and local partnerships are essential. This business plan is designed to adapt, ensuring we continue making a positive impact regardless of the wider policy environment.
What we do: turning vision into action
We aim to decarbonise the energy system by developing renewable energy projects and supporting households and businesses in reducing energy demand. Our stretch goal is to deliver £80 million in community benefit by 2050 while tackling issues like fuel poverty and grid-edge transition. Key targets by 2035 include:
- Helping 23,000 households and 18,000 SMEs reduce energy demand.
- Installing 165MW of renewable energy, up from the current 23.4 MW.
- Supporting Oxfordshire’s transition to net zero through Community Action Plans (CAPZero).
Building partnerships
Collaboration underpins everything we do. Our work with Oxfordshire local authorities, community shareholders, and funding partners is crucial to meeting shared climate goals. Government plans regarding the Local Power Plan also offers an exciting opportunity to secure significant funding for local renewable energy projects.
Growing our renewable energy portfolio
We currently manage an impressive range of projects, including rooftop solar installations, Ray Valley Solar (the largest community-owned ground-mounted solar park), and Sandford Hydro. By the end of this plan period, we aim to expand our rooftop solar capacity from 4.3MW to 7.3MW, while exploring other technologies like battery storage and onshore wind. Our focus remains on creating efficient and impactful solutions for a zero-carbon future.
Supporting communities
Our community benefit programmes are designed to address energy challenges in Oxfordshire. We will continue to:
- Support Oxfordshire’s businesses with Energy Solutions Oxfordshire (ESOx), helping them save energy and reduce costs.
- Develop Community Action Plans for Zero-Carbon in more communities across Oxfordshire.
- Offer grants to community shareholders for local carbon-cutting initiatives.
